Reed Learning Interactive Course Content Development Case Study
Interactive Course Content Development – CIPD Level 3 Foundation Certificate. Xelium partnered with Reed Learning to design and develop a suite of interactive, HTML5-based learning modules for the CIPD Level 3 Foundation Certificate in People Practice (new syllabus).
The project focused on transforming core HR and L&D content into engaging, accessible, and media-rich digital learning experiences, fully integrated within the Moodle VLE and aligned with Reed’s corporate identity.
The Challenge
Reed Learning required high-quality digital course content that could:
- Translate syllabus content into engaging, structured online learning
- Support entry-level learners with clear explanations and progression
- Embed formative and summative assessments throughout
- Work seamlessly across devices, including mobile
- Maintain strict brand consistency
- Meet accessibility standards across all content types
The content also needed to be flexible enough to allow review cycles and iterative feedback from internal stakeholders.
Our Solution
Interactive Course Design
Xelium developed a comprehensive set of interactive modules covering:
- 3CO01 – Learning Outcomes 1–3
- 3CO02 – Learning Outcomes 1–2
- 3CO03 – Learning Outcomes 1–2
- 3CO04 – Learning Outcomes 1–5
Each module was carefully structured to guide learners through key concepts, reinforce understanding, and support assessment readiness.

Rich, Multi-Format Learning Experience
To maximise engagement and retention, the courses combine a wide range of media and interaction types:
- Slide-based course presentations
- Audio podcasts
- Video tutorials and recorded webinars
- Charts and visual explanations
- Graphical navigation elements
All elements were designed to create a cohesive and intuitive learner journey, rather than a collection of disconnected resources.
Interactive Activities & Assessment
The courses include a variety of embedded formative and summative assessments, such as:
- Self-marking multiple-choice quizzes
- True or false questions
- Drag-and-drop activities
- Fill-in-the-blank exercises
- Sentence completion tasks
- Crosswords and word search activities
- Flashcards for knowledge reinforcement
- Interactive video checkpoints
These activities were selected to support active learning, immediate feedback, and knowledge retention.

Accessibility-First Development
Xelium prioritised accessibility throughout the project:
- All content developed using HTML5, ensuring cross-device compatibility
- Mobile-friendly design across all modules
- Careful selection of interaction types that remain usable and inclusive
- Structured layouts and clear navigation to support all learners
Seamless VLE Integration
The content was designed to work seamlessly within Moodle, ensuring:
- Smooth embedding and performance
- Compatibility with tracking and completion rules
- Consistent user experience across the wider platform
Collaborative Review Process
Reed Learning maintained full visibility and control throughout development:
- Regular review cycles
- Iterative feedback and refinements
- Alignment with internal quality standards and expectations
This collaborative approach ensured the final content met both academic and commercial requirements.

Programme Context
The content supports the four mandatory modules of the CIPD Level 3 Foundation Certificate:
- 3CO01 – Business, culture and change in context
- 3CO02 – Principles of analytics
- 3CO03 – Core behaviours for people professionals
- 3CO04 – Essentials of people practice
These modules provide the foundation for entry-level HR and L&D roles, making clarity, engagement, and accessibility critical.
